This was modeled in Silo and Blender, starting with the default male basemesh provide in Silo. It has an edge split modifier set to 21 degrees (similar to smoothing groups in other programs) and has 3512 tris (this was not designed for real-time optimization, though).

The rigging was done in Blender, and it was rendered with Cycles.

As for the style, I suppose it's just a simplified representation of the planes of the body. You can see a similar thing in this face sculpture:
